Due to the passivation characteristic of lithium thionyl chloride, your loading voltage may not reach 3.2V immediately. You can connect the battery with a resistor and activate it with a multimeter. When the loading voltage of the battery reaches 3.2V, then the activation is successful and the battery can be used. 3.
